I haven't checked out the problem on the Delta IV myself, but I've been
flying depressed trajectories on my Delta V SSTO test vehicle in Orbiter
for a long time. When flying to only to LEO, obviously you can depress
the trajectory all you want eventually trading off performance for drag.
We're interested in modeling the drag - skin heating effect, anyways,
for possible use in any hypothetical self pressurization techniques, as
our ultimate goal, which should be self evident, is a foam free tank.

Keep in mind I never thought, nor I do think, there was any financial issue
between Marsha and Thiokol. I believe she thought/thinks a solid first
stage is the safest and then didn't give the other launch vehicles a fair
hearing.

No, but now with your insight we get a better idea of what happened in a
secret Bush administration process. I can remember now that those rumors
were purposely spread even when they were easily and logically disputed.

They not given a fair hearing and they were discarded on false premises.

Dennis Wingo brought that rumor over to the space policy board.
